Anne L. Blackbourn

Anne L. Blackbourn is an Associate at Robbins Schwartz, where she concentrates her practice on Special Education and Student Rights. She represents schools and educational institutions in navigating the complex legal and policy matters that arise in supporting students and ensuring compliance with education law. Anne is admitted to practice in both Illinois and Wisconsin and is an active member of the Illinois State Bar Association and the Wisconsin State Bar Association.

In her legal career, Anne is driven by the belief that education is a cornerstone of an informed and equitable society. She strives to protect the rights of students while guiding schools through evolving regulations and sensitive situations. Her work often involves complex problem-solving, close collaboration with administrators, and staying ahead of policy changes that affect the education sector.

Anne’s path to education law began with a passion for understanding how institutions serve, and sometimes fail, their communities. While earning her degree at the University of Wisconsin–Madison, she worked as a student journalist covering campus policy, Title IX, and diversity initiatives. Those experiences gave her an inside look at the challenges administrators face and sparked a desire to move from reporting on these issues to being part of the team solving them.

Growing up in Wisconsin with a father who practiced law, Anne learned early the value of diligence, advocacy, and creativity in problem-solving, principles that continue to guide her practice.

Outside the office, Anne enjoys staying active through swimming and long walks, traveling to new places, and supporting the Wisconsin Badgers at sporting events.
